At an airport north of Paris, French police detained Pavel Durov, the chief executive officer of Telegram.
French news outlets said that Mr. Durov was apprehended upon landing at Le Bourget Airport in his private plane.
The 39-year-old was apprehended for charges connected to the popular chat app, according to authorities.
